Our Mission
RCA's mission is to provide state-of-the-art in-home and community-based care, support, and services to children, adults, and the elderly with physical and/or mental disAbilities, regardless of the age or level of assistance required. This will be achieved by delivering "the most reliable alternatives in the community for individuals with disabilities." We will do this by focusing on the following fundamental areas:

about Olantha L. Scott
Chief Executive Officer
Owner and Chief Executive Officer of Reliable Community Alternatives (RCA). Her pride and joy who she affectionately calls her “Forever Baby” Precious who happens to have Down Syndrome, MoyaMoya, and several other complex needs were the driving force for her to establish Reliable Community Alternatives and Alternative Community Services Inc. Of Greater Houston.
Her education and experience as an entrepreneur, her knowledge of aging and disability issues inspired her to establish a home and community-based agency that provided high-quality services for adults, children, and seniors living at home.
Ms. Scott is a true advocate with a servant’s heart. She has for the past 20 plus years served and continues to serve in multiple leadership roles on the board of directors for different organizations directly impacting the lives of seniors and people with disabilities.
She is a graduate of Louisiana‘s Partners and Policymaking class of 2005. She served on Louisiana’s disAbilities council appointed by Governors Blanco and Jindal for over 9-years.
Since its inception, RCA has grown steadily to meet the changing needs of older adults and other individuals dealing with disabilities or special circumstances requiring assistance in their homes. Today, we provide comprehensive support services that allow our clients to remain safely in their own homes while maintaining independence and dignity.
We are licensed by the Department of Health and Hospitals to provide PCA (Personal Care Attendant), SIL (Supervised Independent Living), and Respite services to individuals with disabilities and the elderly.
RCA has 9 programs that operate under it: 2 Medicaid funded (EPSDT/PCS & LT/PCS), 3 waiver program (CCW, NOW & CC), AND 4 contracts: Jefferson Parish Human Services Authority(JPHSA), Metropolitan Human Services District (formerly the Office of Citizens with Developmental Disabilities) and Veterans Administration (VA).
Ms. Scott is a spokesperson for advocacy by speaking at many engagements and teaching self-advocates and parents of their rights and the know-how-to of getting services so self-advocates and parents with loved ones can live productive lives.
Our Vision
RCA's vision is to provide the most comprehensive community-based support system in the State of Louisiana and to become a model for National Disability and Personal Care Provider Agencies. Our program will allow for the specialized care and optimum life skills training experiences our consumers deserve. Our desire is to allow any individual who requires this level of assistance to freely choose the program the individual feels best meets their needs.
